1. President Rich Thompson could
not be present at the meeting, so Vice President Rick Cunningham called the
meeting to order at 7:39 PM.
2. BSO Chief Steve Canfield announced that enforcement of the motorcycle
situation would continue each weekend until they either stop racing or move
elsewhere. He stressed the need to be particularly careful now that winter
visitors have started to arrive here, particularly in the area of drivers
running red lights. Deputy Joe Harris reported that there have been several
burglaries from boats, docks, and back yards in our area, and stressed that we
should all keep valuables out of site or securely locked up. The question of
gang tagging was raised. Dep. Harris stated that what we are seeing in our
general area is not by gang members per se, but rather by “wannabe” gang
members. He suggested we call the district BSO office and ask for Dep. Harris
and report the offense.

Vice President Rick Cunningham next introduced Kathy Gonot of PMG Associates.
She gave an overview of the preliminary annexation report prepared by her firm,
which included an introduction, demographics, etc., and the identification of
the four municipalities into which we could be annexed. They are: Dania Beach,
Davie, Ft. Lauderdale, and Plantation. Plantation is not eligible to annex us
until it annexes the community of Broadview. In addition, she said that a fifth
option would be to form our own municipality rather than joining one of the four
municipalities above. A sixth option would be to stay in the county.
Next,
Ed Plotsky of Craven and Thompson, a planning company subcontracted by PMG
Associates, spoke to the issues of planning, zoning, infrastructure, etc., of
the four municipalities into which we could be annexed, as well as those
involved in our forming our own city.
Philip Gonot of PMG Associates described in detail the finances of all options.
He stressed that all cities in question would provide the same services at the
same prices to us, if we joined their city, as are charged to existing
residents. He went on to say that it is too late to have any sort of legislation
ready for the next session, but that we may want to shoot for November 2001 as
having paperwork ready for the March 2002 session. He stressed that we have the
options of joining an existing municipality, forming our own municipality, or
remaining in unincorporated Broward County.
Philip then fielded questions from the floor concerning garbage pickup, millage
increases, resident satisfaction, services, sidewalks, streetlights, septic
systems, etc. He then said that all changes or comments to the executive report
must be submitted to PMG Associates by the close of business on Wednesday, 22
November 2000. An updated, corrected copy will then be made available at the
Riverland Library, as well as with LICIA. The annexation committee will meet
early next year to prepare information for residents so that a consensus can be
taken on the issue of annexation.
4. Vice President Rick Cunningham
then raised the question of elections of officers for the coming year. George
Barre of Duck Key and Elaine Peterick of Cat Cay were nominated for President,
but declined. After discussion, Craig Canning of SW 25th St. was elected
president and Jenny O’Brien of Gulfstream was elected vice president. Keith
Lindgren and Terry Simonds both agreed to serve another term as treasurer and
secretary, respectively.
Volunteers for trustees for each lane were solicited; all present agreed to
serve again. In addition, the following volunteered as new trustees: Andros
Lane, Sharon Barree as alternate; John Stegeman, Riverland South as primary; and
Kara Kidwell as alternate for Whale Harbor. A round of applause was given for
outgoing and incoming officers and for those who had given of their time and
talents throughout the past year.
5. Keith Lindgren gave the
treasurer’s report, in which he reported a balance of $11,391.16. It was MOVED
and SECONDED that the treasurer’s report be accepted as read. The motion
PASSED.
6. Gary Starkweather mentioned that
the secretary needed a new tape recorder to record minutes of the general and
trustee meetings. It was MOVED and SECONDED that the secretary obtain a suitable
device to record the meetings, at a cost not to exceed $250. The motion PASSED.
7. Terry Simonds MOVED and it was
SECONDED that the reading of the minutes of the September 2000 General meeting
be dispensed with. The motion PASSED. He said he would try to have copies of the
previous general meeting available at each general meeting.
8. Vice President Rick Cunningham
turned over the meeting to President Craig Canning who spoke to a somewhat
diminished crowd, the majority having bailed out after the annexation issue had
been addressed. He said that to be annexed or not to be annexed would be a major
item in the coming year.
9.Vice President Jenny O'Brien
introduced herself and pledged to learn the ins and outs of the civic
association and to work hard for our community.
10 There being no further business, the meeting was adjourned at 9:22PM.
