1. President Rich Thompson called the meeting to order at 7:48PM.

2. President Rich Thompson introduced BSO Chief Steve Canfield who described the "Safe Schools" program. He went on to say that BSO has had cards printed depicting BSO deputies and members of the Dolphins. These cards are given to school kids, who trade them among each other. The purpose is to establish better relationships between the kids and BSO. The chief stated that there is a zero-tolerance program now in effect concerning speeding in a school zone. "You will get a ticket!" he said. 

President Rich Thompson raised the issue of the "motorcycle madness". Chief Canfield stated that the area in which the action takes place is in Davie, and therefore it's Davie's responsibility to react. He suggested that LICIA contact the Davie police and work together for a solution. He said he would contact Davie and tell them he is aware and that LICIA may be contacting them. He gave the telephone number for Davie police as 693-8200.

He stated that crime in District 5 is down 34% from last year, attributable in part to citizen awareness and cooperation with BSO There have been two boat thefts this month of small vessels (8-10 ft) and we should secure our docks and/or provide suitable lighting.

3. George Barrett, field investigator with the Broward Office of Integrated Water Management (OIWM), addressed the meeting concerning the proper way to put garbage and yard trash on the street. He said that his trucks are taking more time than necessary picking up our trash because it isn't always properly arranged for pickup. He stressed that we should follow the rules laid out in the "Trash Times," a publication mailed to all residents. The OIWM will be refusing to pick up improperly bundled trash and will issue warnings. He passed out some material pertaining to trash pickup. The bottom line, he stated, was to maintain a clean and orderly neighborhood through good and effective trash management.

A complaint about OIWM trucks speeding north out of the lanes was raised from the floor. Mr. Barrett asked us to please get the number of the truck and call his office at 765-4202 Ext. 221 immediately to report the incident.

4. Cleon(?) Walker with Broward Code and Zoning stated that a grant has been obtained for the disposal of tires from residential areas. They should be taken to one of the county's three trash-transfer stations. He went on to say that it is illegal to dispose of tires other than as described above, and heavy fines and penalties are in place. He stated that we the residents are the eyes and ears of the enforcement system and should call whenever we suspect a violation. His number is 468-3569 Ext. 5261.

5. Jack Seiler, candidate for Florida House of Representatives District 92 replacing Rep. Tracy Stafford, spoke briefly and asked for our support. 

6. In the absence of Treasurer Keith Lindgren, Terry Simonds read the treasurer's report. He stated there was balance as of tonight of $11,532.36 It was MOVED and SECONDED that the report be accepted as read. The motion PASSED.

7.President Rich Thompson asked that the reading of minutes of the last general meeting be dispensed with, in that they are available for all to read on our website. It was so MOVED and SECONDED. The motion PASSED.


8. Dirk Lowry reported that the Roscioli Boatyard project is still on track, and that Mr. Roscioli had agreed in principle to deed restrictions. Vehicle parking is scheduled to be close to the river, so as to put the boatyard operations closer to SR84, thereby attenuating the noise level. There are several meetings with Davie, and Dirk's committee will report as appropriate.

9. Joan Sheridan gave an update on the EPA cleanup program, stating that they have met with all parties concerned and are hashing out the details of implementing GW4. There is concern that with Peele-Dixie pumping at only 50% capacity the Fiveash plant must now operate at 100% all the time. This situation does not allow any maintenance down-time at Fiveash. Another concern is that there may not be sufficient water volume in the SW part of Ft. Lauderdale if there is a large fire.

10. President Rich Thompson reported on the T-dock project at Hacienda Cove, saying that they have reduced the number from 8 to 7. He stated that we must keep a close eye on them to make sure all is done legally and properly. He went on to say that we should report any "illegal" dock-building activity to him so that Water Management can be notified. 

11. Joan Sheridan reported that the new park at the west end of Riverland Rd. will be opened officially on 15 October. 

12. Joan Sheridan reported on the Riverland Crossing project. She said that plans call for a gas station, convenience, store and propane-tank refilling facility. Hearings have been held at which opposition to such a project at the entrance to our neighborhood, but since the area is zoned for just such a business it looks as if that's what's coming. Special attention will be paid to traffic flow, entrance and exit, noise, and lighting.

13. President Rich Thompson raised the issue of Newsletter Ollie Kollman's producing an outstanding newsletter, but called for volunteers to assist her in its distribution. The following volunteered:

14. President Rich Thompson raised the issue of keeping our lane entrances looking good. After discussion, a committee was formed to establish a procedure for this purpose. Those volunteered:

15. President Rich Thompson announced that elections will be held at the November general election, and we should all be thinking of candidates for officers and trustees.

16. Joan Smith spoke to the issue of our apparently being double-charged for "Fire/Rescue" in our property tax. She stated there will be a final hearing at Plantation High School 26 September at 7PM and urged all to attend. Joan Sheridan will present the issue to the Municipal Services Advisory Committee at its 25 September meeting.

17. Joan Sheridan reported on the upcoming Neighborhood Conference meeting and tour of our neighborhood. She called for volunteers and food dishes. She said that Publix would donate hamburgers, hot dogs, and buns. In addition, LICIA was given a donation of $50 to cover costs of renting a table at the Convention Center for the conference. It was agreed by all present tonight that this money be given to the yacht club as a token of appreciation for its letting LICIA hold meeting at the facility.

18. President Rich Thompson announced there will be a flea market and fish fry at the yacht club on 4 November and urged all to come.

19. Terry Simonds asked for subscribers to the Newsletter-EXTRA! E-mail service, and stated that there is now a section on our website devoted to the yacht club.
