 1. President Rich Thompson called the meeting to order at 
7:37PM.
 2. President Rich Thompson introduced District 5 Chief Steve 
Canfield and Deputy Dave Currie of BSO. Chief Canfield reported 
that crime is down in the area, some 11% below last year, and 
stated the reduction is in part due to our cooperation with BSO 
in reporting suspicious activity, etc. He went on to say that 
BSO would donate "The Club" to LICIA members in the near future. 
He then gave one club to President Rich Thompson for immediate 
raffle or whatever.
He offered to present a program on Domestic Violence and 
Stalking and a program on Gang Awareness to interested residents 
at some time in the future.
The chief went on to report that there had been two break-ins at 
the Riverland food store and one at the Farm Store. The 
perpetrator of the Riverland Food Store robberies has been 
arrested and is serving time. His arrest was in a great part due 
to a citizen alerting BSO to a man possessing and selling large 
quantities of cigarettes on the street. It turned out that 
cigarettes were among the items stolen. The robbery at the Farm 
Store is unsolved at this time.
In other business, the chief presented a letter of support from 
BSO for the reducing of the speed on the lanes from 30 mi/h to 
25 mi/h. In effect, this letter cuts through a lot of red tape 
at the Broward County Traffic Engineering Dept. and may result 
in a study to lower the speed being initiated quickly.
From the floor, a question was raised concerning a prostitute 
plying her trade near the Farm Store area. Chief Canfield 
directed us to call 911 immediately if she is seen "working" the 
area.
From the floor, a question was raised concerning the problem of 
graffiti in our neighborhood. The chief acknowledged there is a 
problem from time to time and requested we call Deputy Currie at 
321-4800 to report graffiti. If we see someone in the act of 
painting graffiti, the chief suggested we call 911 immediately. 
On the complaint of a neighbor on Flamingo Lane regarding kids 
lounging about on private property while waiting for a bus after 
school, the chief said he would contact the appropriate 
officials at the New River Middle School and advise them of the 
situation.
After further discussion of speeding on the lanes, the chief 
stated that stepped-up enforcement will be in place very soon 
and for residents to "...watch out!"
 3. Keith Lindgren presented the treasurer's report, in which he 
stated a balance of $8952.93 as of 31 Jan 2000. He went on to 
report that as of today there are 102 paid members; 
approximately 17% of the total residents in the Isles. It was 
MOVED and SECONDED that the report be accepted as presented. The 
motion PASSED. 
 4. After short discussion, it was MOVED and SECONDED that the 
reading of the minutes of the November 1999 General Meeting be 
dispensed with, as they have been posted on the LICIA web site 
for all to see. The motion PASSED. 
 5. President Rich Thompson reported that the petition regarding 
the T-docks proposed by Hacienda Village was delivered to DNRP. 
In effect, this means that the developer must reply in writing 
to us with details of the proposed docks. A comment from the 
floor stated that the Army Corps of Engineers had been very 
concerned about a boat ramp being built near the yacht club, and 
that they should be made aware of the docks proposed. President 
Rich Thompson stated that a copy of the petition had been sent 
to the USCOE.  The "submerged land lease," mentioned in several 
documents, apparently does not exist per se, and is being written 
as work progresses on the project. President Rich Thompson stated 
that we must stay on top of this to make sure all is done correctly 
and by law.
 6. Joan Sheridan reported on the progress of Riverland Woods 
Park, stating that money is now available and the work on the 
park will proceed. She cautioned, however, that there are many 
meetings in store before we can start launching boats.
 7. Joan Sheridan reported on the ISTEA grant for beautification 
along Riverland Rd. The irrigation system is being installed 
now, and landscaping will begin soon. However, the stormwater-
drainage project will inevitably damage the plantings, as the 
proposed drain line will run along Riverland Rd. from 31st Ave. 
to 35th Ave. It was decided by DOT and Broward County that 
landscaping would be installed from US441 around the S-bend to 
35th Ave. and then suspended until the drain lines have been 
installed. At that time the landscaping would be completed to 
31st Ave.
 8. Joan Sheridan reported on the Florida Petroleum 
Preprocessors superfund project in Davie saying that simple, 
one-sheet reports will be prepared to summarize the information 
published by the US EPA. These concise reports are to be written 
in a language we laymen can understand. Joan went on to say that 
public hearings are scheduled for the future, the exact dates 
yet to be determined.
 9. Rick Cunningham suggested that a committee be formed to work 
on the speeding situation on our lanes. Bill Balph of Gulfstream 
and Ray Figueroa of Nassau volunteered to serve on the 
committee.
10. Rick Cunningham reported on the annexation study, saying 
that the Scope of Services document had been received and will 
be published to the web site soon. He said that if things 
proceed along on schedule, we should have some sort of a final 
report by June of this year.
11. President Rich Thompson announced that the web site now 
contains a "Recommended Contractor" page and invited everyone to 
check it out.
12. Joan Sheridan reported on the upcoming Waterway Cleanup to 
be held on Saturday 25 March 2000 at the yacht club. Batteries 
will be accepted at the club that day only for recycling.
13. The beautification award for this quarter was presented to 
John and Teresa Brewer of Nassau. Unfortunately they were not 
present at the meeting and the plaques will be delivered to 
them.
14. President Rich Thompson announced that several meeting-
notice signs were needed. It was determined that four new signs 
were needed and would be made.
15. A comment from the floor was made concerning a tree on the 
swale of Riverland Rd. whose branches are covering the school 
blinker. Deputy Currie said he would look into it.
16. There being no further business, the meeting was adjourned 
at 8:40PM
